The story (religion) the Prophets taught to the Convenant was a lie. The Halo rings which they idealized were beacons for the brainwashed followers.

Gravemine knows that the rings room a weapon, and that the religion is a lie.

Truth was pushing propaganda to to convince the commitment that the Halo ring would lug some kind of divinity and also salvation come the Covenant. This was the "lies because that the weak" that Gravemind mentioned. The "beacons for the deluded" were the Halo rings themself and also the Prophets who broadcasted the previously mentioned lie.
